The cheaper price point on FF:T makes it tempting (it's half the price of TO), but I remember enjoying the gameplay in Tactics Ogre more, although it's been awhile. I enjoyed them, but never got to far into them.
I played a little of both when when they came out on their original systems.
FFT is also dirt cheap and there should be a digital version ready for the Vita in case you're planning to upgrade soon. But I hear amazing things about Tactics Ogre, so I guess just do your research and see if that one's more appealing to you off the bat. said: I own & love FF Tactics, so I chose that one.
